The flag was flown over Convoy Support Center Scania, Iraq, on Dec. 15, 2006, the 17th anniversary of the death of Hutchinson Police Officer Mike Hogan. Hogan, a Vietnam War veteran, was killed in the line of duty. Police Lt.
